DOLE exempts returning OFWs from Kuwait deployment ban
The Department of Labor and Employment (DOLE) on Wednesday released an updated order regarding the ban on the deployment of Filipino workers to Kuwait.
Under Administrative Order No. 54 A, Series of 2018, signed by Labor Secretary Silvestre Bello III, the ban covers "all types of workers being deployed for the first time for overseas employment in Kuwait, without distinction as to skill, profession, or type of work."
Exceptions to the ban include workers vacationing in the Philippines who will return to the same employer to finish their contracts at the end of their vacation.
Balik Manggagawa (BM) with new contracts with the same employer may also return to Kuwait, as well as seafarers who will transit or board in the Gulf country to join their principals.
Overseas Employment Certificates (OECs) will still be issued by the Philippine Overseas Employment Agency (POEA) and Philippine Overseas Labor Offices (POLOs) for workers exempted from the ban. These, however, require prior clearance from the Overseas Workers Welfare Administration.
The government banned the deployment of OFWs to Kuwait after a Filipina domestic helper was found inside a freezer in an unoccupied apartment unit last week. The Filipina, Joanna Demafelis, had been reported missing for more than a year.
Prior to the ban, DOLE has suspended the deployment of OFWs to Kuwait due to numerous cases of abuses, with some resulting in deaths.
DOLE estimates that there are 250,000 Filipinos currently residing and working in Kuwait. —KBK, GMA News
