Labor department sets up OFW values formation programs

The Labor department will be turning an eye toward teaching families of overseas Filipino workers (OFWs) why they should save the earnings of their OFW family member and how best to do this.

They will be doing this in partnership with Tekton Guild/Tekton Foundations, Inc. which is being charged with the development and conduct of values formation seminars for returning OFWs and their families who turn to the National Reintegration Center for overseas Filipino workers (NRCO).

Tekton Guild chairman Jose Tayag signed a memorandum of agreement with the Department of Labor and Employment so that all prospective clients of the NCRO will be provided with values formation programs courtesy of Tekton.

Brion, who initiated the establishment of the NRCO in March 2007, said Tekton would assist the NRCO in preparing returning OFWs for their socio-economic reintegration through the conduct of training programs on values formation, skills enhancement, and capacity building courses.

Tekton is affiliated with the Couples for Christ that is engaged in socio-economic ministry. The NRCO, on the other hand, is a "One Stop Center" providing various reintegration services for OFWs and their families. The center also serves as a "Service Networking Hub" facilitating the delivery of services by cooperating stakeholders/service providers that intend to address the migrants' and their families' needs, including the development of their communities.

The DOLE Chief said the agreement with Tekton underscores the importance of developing among the OFWs and their families the values of self-discipline and frugality to enable them appreciate the need to save and put their earnings in productive undertakings.

He said helping the OFWs manage and sustain their incomes so that their earnings from overseas work won’t go to waste is a prime concern of the NRCO.

As an initial activity, the NRCO and Tekton are set to conduct a series of seminars on moral values commencing on March 3, 2008. The conduct of these seminars would subsequently become a regular activity as a component of the language courses that the Overseas Workers Welfare Administration conducts for OFWs.

Under the NRCO-Tekton agreement, a joint coordinating committee will be organized to develop and implement the strategic actions plans. A special action team will also be constituted to provide the necessary intervention and attend to public queries and welfare services in times of crisis.
