SUBJECT CURFEW FOR DOMESTIC WORKERS IN HONG KONG

In line with the pronouncements of Labor Secretary Silvestre H. Bello Ill and in the light of the continuing political instability in Hong Kong due to the reported riots and mounting civil unrest, all accredited NGO-PDOS Providers (APPs) and RWOs conducting PDOS for Hong Kong (HK)-bound domestic workers (DWs) are requested to remind DWs of the following.
1 Due to the demonstrations which escalated to physical confrontation between the demonstrators and the police authorities, curfew hours are currently implemented in Hong Kong, and this rule applies to migrant domestic workers (DWs).
2, The curfew hours, according to the Secretary, is strictly implemented even during the off days of the DWs. The restriction to movement outside the workers' place of work is geared toward the safety of the workers
3 DOLE is likewise reminding the workers to remain at home and keep off the streets even at nighttime, when majority of the riots take place In addition to this, during the meeting with the Foreign Recruitment Agencies (FRAs) in HK on August 8, 2019, the Philippine Overseas Labor Office (POLO) required the FRAs 'to pick up the worker upon arrival at the airport, whether old- or first-timer.
4 DWs are likewise advised to provide their local HK numbers to their Philippine Recruitment Agencies (PRAs) so they can be immediately located when necessary.
5 Employers who participate/attend anti-government protests are prohibited from bringing their OFWs/DWs with them to said civil actions. They need to be reminded by the PRAs, through the FRAs
In view of this development, all accredited NGO-PDOS providers and RWOs are directed to discuss these reminders to all the departing DWs bound for Hong Kong
