Recruiters want DoLE represented in CAB

MANILA, Philippines – A recruitment group officer on Tuesday called for the representation of the Department of Labor and Employment in the Civil Aeronautics Board to address the concerns of overseas Filipino workers.

"The main concerns of the recruitment industry are additional flights to their labor destinations, cheap affordable fares for OFWs and easy access to international airports for their arrivals and departures," explained Jackson Gan, vice president of the Federated Association of Manpower Exporters.

Job recruiters in the country, he said, sends about 30 percent of the passenger traffic at international airports – Ninoy Aquino International Airport in Paranaque City, Mactan International Airport in Cebu, and Diosdado Macapagal International Airport in Pampanga.

“It is high time that the government take a serious look at the problems confronting the recruitment sector, which are the lack of flights and accessibility to airports," Gan said.

“Every year, OFWs find it difficult to return to the country, especially during the Christmas holidays, and the same problem when leaving for their jobsites," he pointed out.

Gan blamed CAB’s restrictive policies for the inadequate flights by major airline companies, as well as the strong opposition of local carriers in granting additional frequencies to international air carriers that could compete with them in certain routes.

The CAB sets air fare rates and charges, establishes destinations and routes, determines flight frequencies, and issues Certificate of Public Conveyance and Necessity.

The recruitment sector has long been lobbying for the implementation of Executive Order No. 500-B which seeks to promote ‘open skies’ policy in Clark and Subic for the entry of more low-budget air carriers. – GMANews.TV
