DOLE warns public vs non-existent jobs in Italy

The Department of Labor and Employment (DOLE) on Monday warned Filipinos seeking jobs abroad against falling for non-existent job offers in Italy.

The department particularly warned the people of Bataan, Baguio, and Isabela since illegal recruiters being perpetrated by representatives of Global Management System, a company said to be based in France, are said to be operating in their areas.

Labor Secretary Rosalinda Baldoz gave the advisory after receiving a report from Labor Attaché Viveca C. Catalig of the Philippine Overseas Labor Office (POLO) in Rome saying the recruiters were reportedly offering victims jobs as farm workers, guest relations officers, housekeeping workers, and information assistants for Raffaldini Farms/Vineyards Hotel Resort in Italy.

The recruiters cited a job order supposedly issued by Global Management System to  MYUPANGCO Consultancy based in Rome.

"We have been informed by concerned Filipino community leaders in Rome that unsuspecting job applicants were being asked to pay the amount of P55,000 as processing fee for these jobs," Catalig reported.

Baldoz said this activity is illegal, and advised the public to immediately report the matter to the Philippine Overseas Employment Administration (POEA).

“We warn Filipinos in these areas to be wary of people approaching them for non-existent jobs in Italy. Report them at once to the POEA, or to the police," she said.

Catalig clarified the issuance of a job order is not part of the procedure for hiring foreign workers in Italy.

Instead, the direct hiring system involving the issuance of a decreto flussi by the Italian Ministry of Labor is observed in Italy, said Catalig. The ministry provides a quota for foreign workers.

Catalig added that in Italy, most of the required workers are seasonal workers and are in the services sector.

"The system requires the employer to directly file an online application for approval to hire a foreign worker through the telematics system and once the application is approved, a nulla osta shall be issued and submitted to the POLO for verification," she added. —KG, GMA News
