POEA revokes recruiter’s license


The Philippine Overseas Employment Administration cancelled the license of
another recruitment agency for serious violation of the POEA rules and
regulations on overseas employment.

Administrator Hans Leo J. Cacdac said he ordered the cancellation of the license
of Jardy International Promotion Agency after finding it liable for collection of
excessive placement fees, non-issuance of appropriate receipt, and
misrepresentation.

The complainant, Melinda U. Dugay, alleged that she applied with Jardy
International Promotion Agency for a housekeeping position in the United Arab
Emirates (UAE) and was required to pay Php35,000.00. She paid Jardy
International the amount plus Php6,000 for processing fee but was not issued
the corresponding receipt.

Dugay testified that the owner of Jardy International made her sign an
employment contract for the position of switchboard telephone operator -- a
job which she has no knowledge of or experience -- with a salary of USD475.00
per month. She also alleged that a liaison officer of Jardy International assisted
in the processing of her documents with the POEA as a name-hire.

In Abu Dhabi, she did not work as a housekeeper nor a telephone operator but
as domestic helper in the house of a certain Moustafa Abdelhay Soliman.
Complaining of maltreatment, she left her employer after two (2) months.

 Aside from the penalty of cancellation of license, the POEA also disqualified the
officers and directors of Jardy International at the time of the commission of the
offense to engage in the business of recruitment of Filipino overseas workers
