DOLE, DILG, Pag-IBIG, SSS, and Phil-Health to roll out unified registration system for kasambahay in two weeks
Mindful of the need to immediately ensure the welfare of all kasambahay in the country as mandated by law, partner agencies responsible for the implementation of Republic Act No. 10361, otherwise known as An Act Instituting Policies for the Protection and Welfare of Domestic Workers, or the Kasambahay Law, namely, the Department of Labor and Employment (DOLE), Department of Interior and Local Government (DILG), Pag-IBIG Fund; Social Security System (SSS), and the Philippine Health Insurance Corporation, or PhilHealth, met yesterday to assess the progress of the Unified Registration System (URS) and agreed to roll out the system in two weeks, Labor and Employment Secretary Rosalinda Dimapilis-Baldoz said yesterday.
Baldoz, together with Emilio De Quiros, Jr., Chief Executive Officer, SSS; Atty. Darlene Marie Berberabe, Chief Executive Officer, Pag-IBIG and her Senior Vice President for Provident Operations, Alex Aguilar; Alexander A. Padilla, President and Chief Executive Officer of PhilHealth, and Leocadio Trovela, Director of the DILG's National Barangay Operations Office, said during the meeting that technical aspects of the Unified Registration System, including the creation of an interactive web-based facility for the URS, will be ready in the next two weeks.
"We have all agreed that the URS will be pilot-tested and then rolled out," said Baldoz.
Atty. Berberabe of Pag-IBIG and Atty. Padilla of the PhilHealth reported that their respective legal officers have reviewed the memorandum of agreement (MOU) on the kasambahay URS and have found this in order, while De Quiros of the SSS said the SSS Board of Trustees will confirm the MOU in a meeting, also yesterday.
The heads of the agencies agreed that once the MOU is signed and the URS is ready, they will conduct an extensive information and education campaign to raise the people's awareness on the Kasambahay Law and the URS.
The URS will be a standard and unified regsistration procedure to facilitate the seamless transactional environment for the registration of domestic workers with Pag-IBIG, PhilHealth, and the SSS.
Under the URS, there will be only three one-page forms to be used. These are the Household Employer Unified Registration Form, Kasambahay Unified Registration Form, and the Household Employment Unified Report Form. But under the system, the three agencies shall maintain their respective ID numbering system, hence, the employer and the kasambahay will be issued three different ID numbers until such time that a common ID issuance system is developed and adopted.
In the meantime, joint teams from the Pag-IBIG, SSS, and PhilHealth are currently rounding up different subdivisions and barangays to brief and register kasambahay using existing forms.
On the part of the DILG, Director Trovela said DILG Secretary Mar Roxas has already issued a memorandum circular addressed to all city and municipal mayors, punong barangay, DILG regional directors and field officers, and the ARMM governor enjoining them to initiate the conduct of registration of all kasambahay in their jurisdiction. For this purpose, all punong barangay shall devise a system to ensure the registration of kasambahay, including an on-line registration.
The barangay registration of all kasambahay, which is ongoing, is separate from the registration with the SSS, Pag-IBIG, and Phil-Health, but the heads of the implementing agencies agreed to a joint schedule of registration in barangay communities and subdivisions once the URS is implemented.
Pag-IBIG Senior Vice President Aguilar said the technical working group on the URS will meet this week to assess the progress of the web-based facility which will be jointly operated by the implementing agencies, adding that the three agencies, together with DILG and DOLE, are making sure that efforts are coordinated and all activities in relation to this initiative will cover as many areas as possible.
