PH, Israel ready to implement labor deal for hotel workers

THE Philippines-Israel Labor Agreement on hotel cleaners is expected to be implemented soon, the Department of Foreign Affairs (DFA) said yesterday.

It will take effect after the Joint Committee Meeting which will be convened next month.
However, the DFA clarified there will be no deployment of Filipino hotel workers until the Philippine Overseas Employment Administration announces its full implementation.
Under the Bilateral Labor Agreement (BLA) on hotel cleaners, collection of illegal fees to applicants by private recruitment agencies in the Philippines are prohibited throughout the process of recruitment until their deployment.
Like the previous BLA on caregivers, the BLA on hotel cleaners is a government-to-government agreement.  
President Rodrigo Roa Duterte ratified last June 13 the BLA on hotel cleaners. With Israel’s earlier ratification of the agreement, this marks the completion of legal internal procedures of both countries and paves the way for its implementation this year.
The BLA on hotel cleaners was signed by Labor Secretary Silvestre H. Bello III and Israeli Tourism Minister Yariv Gideon Levin last December 11, 2018 in Tel Aviv, Israel, three months after President Duterte’s historic visit.
Labor Attaché to Israel Rodolfo Gabasan stressed the positive development for incoming Filipino workers in Israel.
“We are responding to the shortage of manpower in the hotel industry in Israel and it is about time to introduce the Filipino brand of service and hospitality in the Israeli hotel industry. Hopefully, this will signal the opening up of other branches of service in the hotel industry here,” Gabasan said.

MANILA, Philippines — The Commission on Filipinos Overseas (CFO) sees social media as the main reason for the rising number of Filipinos marrying or becoming partners of foreign nationals. In 2022, the CFO recorded 6,854 marriages or partnerships with foreign nationals, a 40.1 percent increase from the 4,891 “intermarriages” recorded in 2021. “First of all, what we see in the increase in the marriage rate of Filipinos or Filipinos with foreign partners is because of social media, (that) is number one; matchings; letters, introduction of their friends,” CFO chairperson Romulo Arugay said at the Bagong Pilipinas Ngayon public briefing yesterday.
