POEA voids license of another recruitment agency



Administrator Hans Leo J. Cacdac ordered the cancellation of license
of Global Care International Manpower Services for collecting
excessive placement fee from a caregiver in Taiwan.

Cacdac said the complainant against Global Care alleged that she
paid the agency PhP105,000.00 for placement fee, in addition to
PhP10,000.00 for training fee and PhP5,250.00 for medical tests but
she was not issued receipts corresponding to her payments.

The complainant was able to work in Taiwan for only three weeks
and returned to the country after she complained of physical abuse
and excessive hours of work.

Cacdac said POEA rules and regulations do not allow recruitment
agencies from collecting placement fees from household service
workers, including home-based caregivers.

In addition to revocation of the recruitment agency’s license, Cacdac
also ordered Global Care and its surety to refund to the complainant
the amount illegally collected from her.

As a consequence of the cancellation, the agency’s officers and
directors at the time of the commission of the offense were
disqualified to participate in the recruitment and deployment of
Filipino workers overseas. \END
