Full text of PHL-Kuwait agreement on OFW protection

The governments of the Philippines and Kuwait on Friday signed a memorandum of understanding seeking to provide for the protection of overseas Filipino workers in the Persian Gulf state.
Divided into six articles, the MOU details the responsibilities of each country in ensuring that OFWs are given their basic human and labor rights while in Kuwait.
Among the key features of the agreement are the provision for food, housing, clothing and registration in the health insurance system for domestic workers, as well as use of cellular phones so that OFWs could communicate with their relatives in the Philippines.
The MOU also provides that the employer should open a bank account under the domestic worker's name to allow the reasonable opportunity to remit his or her monthly salary to relatives in the Philippines.
Signing the document for the Philippine government was Foreign Affairs Secretary Alan Peter Cayetano, while for the Kuwaiti government was Deputy Prime Minister and Minister of Foreign Affairs Sabah Khaled Al-Hamad Al-Sabah.
