POEA offers online services for recruiters, manning firms
The Philippine Overseas Employment Administration now offers online services for recruiters and manning agencies, to speed up the deployment overseas Filipino workers abroad.
POEA administrator Hans Leo Cacdac said the ePayment and Recruitment Authority Issuance systems seek to reduce transactions with recruitment representatives and foot traffic at the POEA offices.
“Recruitment agencies were complaining of the slow processing of documents at the POEA. With these systems, all is recorded so that we can pinpoint where the delay was and what caused the delay,” Cacdac said.
He urged licensed recruitment agencies to use the online systems that he said will promote a culture of efficiency, accountability and transparency.
Under the ePayment System, placement agencies can pay the POEA processing fee and OWWA membership fees of their hired workers online.
The ePayment System is part of the electronic Contract Submission System that lets agencies submit online their request for processing of contracts of hired workers.
"Once the RFP is approved, an agency can pay the fees through POEA accredited bank conduits and print the overseas employment certificate (OEC) of the worker," the POEA said.
But Cacdac said the contract submission and electronic payment system applies only to processing of contracts of skilled and professional workers, and does not include contracts of household service workers which require thorough scrutiny and evaluation of documents.
Meanwhile, the Recruitment Authority Issuance System lets recruitment agencies apply for special recruitment authority (SRA) and letter of acknowledgement.
It allows recruitment agencies to upload documentary requirements and view status of their application.
POEA said it issues the SRA to licensed recruitment and manning agencies that want to conduct recruitment activities outside the business address in their license or branch offices.
The Letter of Acknowledgement lets foreign employers or their representatives conduct recruitment inside or outside the premises of the agency, it added. — Joel Locsin/ELR, GMA News
