Anti-Illegal Recruitment Summit of 2017 set
As part of the celebration of Migrant Workers Day, the Philippine Overseas
Employment Administration, in partnership with the International Labor
organization and SM Supermall-SM Global Pinoy, is conducting a summit
meeting on anti-illegal recruitment on June 9, 2017
The AIR Summit of 2017 will be held in two (2) parts with different venues: Part 1
at the Auditorium of the Mall of Asia Arena Annex (MAAX), Coral Way corner
J.W. Diokno Boulevard, Mall of Asia Complex, Pasay City and Part 2 at the
Tanghalang Manuel Conde, Cultural Center of the Philippines, CPP Complex,
Roxas Boulevard, Pasay City.
The POEA has invited some 200 members of law enforcement and prosecution
offices, local government units, international organizations, recruitment industry
associations, non-government organizations, workers’ organizations, civil society,
and the media.
The AIR Summit aims to discuss prevalent and new issues on illegal recruitment
and agree with concrete recommendations from all stakeholders attending the
summit.
At the Mall of Asia Arena Auditorium, the Summit participants are expected to
sign a Multi-Stakeholder Statement Against Illegal Recruitment which emanated
from the output of the multi-sector workshop conducted on December 14, 2016.
Law enforcement offices and the Department of Justice will sign a memorandum
of understanding that will serve as term of reference in the use of and access to
several databases related to the anti-illegal recruitment campaign.
The POEA will introduce to the summit participants the following anti-illegal
recruitment projects:
a. National Illegal Recruitment Case Monitoring System (NIRCMS) – a
database which will be used by all law enforcement agencies and partner
agencies that has a facility for endorsing, monitoring and updating
progress of illegal recruitment cases nationwide. It can generate reports
that could be used in policy and program development.
b. Online Trafficking-in-Persons Blacklist Database – contains list of all
persons, entities and recruitment agencies that are involved in trafficking in
persons.
c. Illegal Recruitment and Trafficking in Persons (IRTIP) Priority Targets List -
a secret list of identified and validated personalities nationwide suspected
as human traffickers and/or illegal recruiters with information on their
modus operandi/typology, routes and demography of the victims.
d. Anti-Illegal Recruitment Video – a videotaped shadow play performed by El
Gamma Penumbra (2015 Asia’s Got Talent Grand Prize Winner) using an
original song composition as a soundtrack. The video shows the different
modus operandi of illegal recruiters that an overseas job seeker needs to
know to avoid being a victim.
e. POEA Online Complaint and Legal Counselling Facility – an internet-based
system that will enable clients to seek legal assistance or advice online.
During the 2nd part of the Summit at the Cultural Center of the Philippines, the
International Labor Organization will lead the launching of the “Study on
International Recruitment in the Philippines to Determine Intervention Areas for
the Fair Project”. The Summit ends with the showing of “Sunday Beauty Queen”,
a documentary on Filipina domestic workers’ self-empowerment through beauty
pageants in Hong Kong.
