In a news release, the Philippine Embassy in Bangkok said the DSWD issued an administrative order specifying two reasons why used clothes are discouraged as donations:
- to prevent the spread of disease, and
- to support the local garment industry.
“Consistent with the provisions of R.A. No. 4653, the DSWD shall likewise adhere to
the “no used clothing donation” policy,” the DSWD said.
“This is to support the local garment industry and to prevent health hazards which may be transmitted thru used clothing,” it explained.
Cash donations are preferred, the embassy said.

Donation of Pinoy hoop buffs
In the United Arab Emirates, Filipino hoop buffs are making the ultimate sacrifice to help the flood victims in the Philippines by parting with their collectors-item basketball sneakers.
Benjie Bogal, 38 and Andy Del Rosario, 31, have donated at least three pairs from their sneaker collection for auction, according to a report of the news site Gulf News.
“You can take anything you want, anything, just not the love of my life,” Bogal said.
However, this was not without much thought for the two estimate each of their collections to be worth more than Dh30,000 (roughly P340,000).
Bogal, who owns 68 pairs of coveted basketball shoes had some food for thought:
“This may not be much; maybe we could sell each beginning at a price of Dh300 (P3,419). The thought that we’re giving away something that hurt us the most to people who need it badly pretty much makes us feel at ease,” Bogal said.
“At least, our shoes won’t fit just two feet, but they’ll also go a long way to help the flood victims back home,” he added.
Meanwhile, Del Rosario who owns over 100 pairs and takes extra care of his collection said that he preserves the shoes by storing them in zip-locks and checks their condition weekly.
“You take care of these shoes as you would with your car,” he said,
Proceeds of the auction will be sent directly to the Philippine Red Cross to help over one million people affected by floods in Metro Manila and other parts of Luzon, the report said.
Alarming damage
At least 92 people have perished after heavy rain and floods brought by the monsoon enhanced by tropical cyclone "Haikui" pounded Metro Manila and nearby provinces.
An earlier report of the National Disaster Risk Reduction and Management Council said the rain had affected 733,092 families (or 3,307,874 people) in 16 provinces.
The damage to property was estimated at P616,376,611.50, including:
- P596,815,230 in infrastructure, and
- P19,561,381.50 in agriculture.
