POEA cancels license of recruiter for Taiwan



Administrator Hans Leo J. Cacdac yesterday issued an order cancelling the license of Jade
Jobwell Philippines, Inc. which was found to have violated the POEA rules on placement fee,
non-issuance of appropriate receipt, and misrepresentation.
Cacdac said Jade Jobwell Philippines, Inc. failed to deploy six of its applicants to Taiwan after
collecting excessive placement fees from them.
The complainants alleged in their sworn statements that Jade Jobwell required them to pay
Php160,000 each for employment in Taiwan. They were able to pay amounts ranging from
Php40,000 to Php60,000 to the recruitment agency but were not issued receipts
corresponding to the amounts they paid.
Cacdac said the allowable placement fee is the amount equivalent to the worker’s one
month salary as specified in the signed contract. The prevailing salary of a factory worker in
Taiwan is NT$17,880 or roughly equivalent to Php27,000.
The agency also collected placement fee from an applicant for the position of caretaker
which falls under the category of household worker. POEA Governing Board No. 6, Series of
2006 prohibits recruitment agencies from charging or collecting placement fees from HSW
applicants.
The applicants filed their complaints with the POEA after Jade Jobwell failed to refund their
placement fees which they demanded when the agency did not make its promise of
deployment to Taiwan after the lapse of six months.
In the cancellation orders, Cacdac said the officers and directors of Jade Jobwell Philippines,
at the time of the commission of the offenses, were disqualified to engage in the business of
recruitment for overseas employment.
The agency and its surety companies were also ordered to refund the amounts collected
from the complainants and return the passports and other employment documents of the
applicants that are in their possession as soon as possible. /END
