POEA to ban deployment of OFWs to Ukraine

MANILA – Newly hired Filipinos who will be deployed to work in Ukraine may have to postpone their trip a for a while as the labor department and the governing body of the Philippine Overseas Employment Administration (POEA) are set to deliberate on a resolution that will temporarily ban the sending of OFWs to the troubled country.
"In view of the move of the Department of Foreign Affairs raising the crisis alert level in Ukraine to Alert Level 2, we will already deliberate on a resolution while awaiting the official transmission of DFA recommendation on the situation in Ukraine," said DOLE Secretary Rosalinda Baldoz.
On Tuesday, the DFA raised the crisis alert level 2 for Ukraine following the political crisis that has hit the country.
The DFA's Alert Level System is prescribed in the Crisis Management and Security Manual, which principally guides government action in times of crisis.
Alert Level 2 calls for “Restriction” where there are visible signs of unrest and, therefore, a temporary ban in the deployment of new workers in a restive country may be imposed.
The DFA strongly urged Filipinos in Ukraine to restrict non-essential movements and avoid public places. It likewise advises Filipinos to "closely monitor developments, and prepare for possible evacuation."
POEA data show that only 115 OFWs were deployed to Ukraine in 2013 and 57 in 2012, or a total of 175. Forty-one of the OFWs deployed were administrative and managerial workers, while 30 are service workers.
