238 recruitment agencies rapped for non-issuance of receipts



Administrator Hans Leo J. Cacdac yesterday reported that in the last three years, the
Philippine Overseas Employment Administration has penalized some 238 recruitment
agencies for collecting fees from applicants without issuing the appropriate receipts.
Cacdac said that “collecting any fee from a worker without issuing the appropriate
receipt clearly showing the amount paid and the purpose for which payment was
made” is a ground for imposition of administrative sanctions as provided in Section
2(d), Rule 1, Part 6 of the POEA Rules and Regulations Governing the Recruitment
and Employment of Land-based Overseas Workers.
“This recruitment violation carries the penalty of suspension of license for two
months to six months for the first offense; suspension of license for six months and
one day to one year for the second offense; and cancellation of license for the third
offense”, Cacdac added.
Administrator Cacdac said the POEA is publishing the list of agencies who have
violated the rule on receipts so the public may identify and avoid transacting with
them.
“We are also providing the Bureau of Internal Revenue the list so that it may have an
idea on what extent these recruitment agencies violate our tax laws, which probably
would lead to filing of criminal cases against them,” Cacdac said
