DFA checking records to locate family of OFW with amnesia

Locating the relatives of Richard Soriano Reyes, the repatriated OFW from China who is suffering from amnesia, is turning out to be a challenge for the Department of Foreign Affairs (DFA).
According to the DFA, based on information from its Office of Consular Affairs, there are no available records for Reyes in their e-passport database. It also said Reyes' passport was not machine-readable.
The DFA's Office of the Undersecretary for Migrant Workers Affairs (OUMWA) said it tried contacting Reyes' kin based on his old records in the department but to no avail.
The DFA also said Reyes' identity was confirmed by the National Bureau of Investigation (NBI) through his fingerprints in its records, but the bureau has no other information regarding his relatives.
Reyes suffered a stroke and brain hemorrhage in 2017 and lost his memory after undergoing surgery and examinations. He arrived in the Philippines on March 29 and was brought straight to Las Piñas General Hospital.—JP Soriano/KBK, GMA News
