A Taiwanese fugitive who was said to have attempted to flee the country by passing himself as a Filipino and using a tampered Philippine passport was arrested by the Bureau of Immigration (BI).

BI Port Operations Division Chief Grifton Medina, in his report to BI Commissioner Jaime Morente, identified the fugitive as 33-year-old Huang Chung-Chia.  He was arrested last Friday at the Ninoy Aquino International Airport (NAIA).
Medina said Huang attempted to depart via a Philippine Airlines flight to Phnom  Penh, Cambodia when he was apprehended by members of the BI’s travel control and enforcement unit (TCEU) at the NAIA terminal 1 and that currently, he is in the BI’s detention facility pending his deportation to Taiwan.
It was learned that Huang has already a pending deportation case stemming from a request from the Taipei Economic and Cultural Office (TECO) asking the BI to help in locate and deport him.
Medina said that according to Taiwanese authorities, Huang is wanted for fraud by the Taichung district prosecutor’s office in Taiwan and TECO also informed the BI that his passport was already revoked, making him an undocumented alien.
Meantime, BI-NAIA 1 TCEU Head Glenn Ford Comia said the Taiwanese assumed the identity of a certain Louis Go Lu whose passport, Tax Idenfication Number ID and voter’s ID with substituted photographs were found in his possession.
Comia said Huang’s real identity was discovered when he surrendered a non-professional driver’s license with his real name and date of birth on it.
‘He then admitted that he is actually a Taiwanese national, and that he bought his Philippine passport from a fixer for P130,000,” Comia said.
Investigation also found that Huang is already an overstaying alien as he had been hiding in the country since June 2 last year when he arrived at the NAIA as a tourist and was admitted for only 59 days.
Results from BI’s forensic laboratory revealed that the passport and identification cards that Huang showed were fraudulent.
