Info Sharing between Pag-IBIG, BIR to help enforce membership, tax collections

 The Home Development Mutual Fund (HDMF or Pag-IBIG Fund) and the Bureau of Internal Revenue (BIR) signed on 18 March 2011 a Memorandum of Agreement to share information on Pag-IBIG members and taxpayers.

 The Agreement aims to help both agencies better achieve their objectives of improving tax collections and increasing membership to the Fund. Pag-IBIG is mandated to implement the provisions of Republic Act 9679, which makes membership to the Fund mandatory for all employees and employers who are compulsorily covered by the GSIS and SSS; uniformed members of the AFP, PNP, THE Bureau of Fire Protection (BFP), and the Bureau of Jail Management and Penology (BJMP); and Filipinos employed by foreign-based employers.

 According to lawyer Darlene Marie Berberabe, Chief Executive Officer of the Fund, the signing of the agreement hopes to reach the most number of Filipinos to give them access to the Fund’s various programs and enable them to benefit from these programs.

 As part of the information sharing arrangement, Berberabe also said that Pag-IBIG will incorporate the TIN in all registration transactions, while the BIR will provide Pag-IBIG Fund the TINs for its members. Pag-IBIG will also be providing the BIR with information on the existence of business establishments as a result of its mapping operations.

 Data to be shared include basic information of members and their employers. The data exchange will be done electronically and will be updated every six months. Berberabe assured members that while membership information will be shared between the two agencies, both agencies have committed to maintain the confidentiality of those information.

Data shared will be used for cross-referencing of both agencies’ existing files to maintain the validity of their records, improve tax collections and increase Pag-IBIG Fund membership
