De Lima forms 20-member special task force on Mary Jane Veloso

Justice Secretary Leila de Lima has identified the 20 people who will compose the special task force that will look into the circumstances that brought Mary Jane Veloso to Indonesia's death row.

In a two-page department order, De Lima said the following people would make up the National Bureau of Investigation (NBI) component of the task force:

– Atty. Eric Nuqui, chief of the NBI Anti-Human Trafficking Division
– Atty. Basset Sarip
– Atty. Giselle Dumlao
– Atty. Gertrude Gay Manandeg
– Special Investigator Danilo Garay
– SI Roy Rufino Sunega
– Atty. Joel Tovera, chief of the NBI Anti-Illegal Drug Unit
– Atty. Jerome Bomediano
– Eduardo Ramos
--Henry Canapi
– SI Joel Otic

Making up the National Prosecution Service component are:

– Senor Assistant State Prosecutor Susan Dacanay
– Assistant State Prosecutor Mark Ronald Estepa, Task Force on Anti-Trafficking in Persons (TFATIP)
– ASP Olive Torrevillas, TFATIP
– ASP Niven Canlapan, Task FOrce on Anti-Illegal Drugs

The Inter-Agency Council Against Trafficking (IACAT) component will be represented by:

– Senior Assistant Chief Prosecutor Raymond Jonathan Lledo of the National Inter-Agency Task Force Against Trafficking (NIATFAT)
– Assistant Chief Prosecutor Ralph Michael Cataquiz, NIATFAT

From the DOJ legal staff, the following were included as members of the task force:

– State Counsel Mildred Bernadette Alvor
– State Counsel Nancy Lozano
– State Counsel Richelle Mari Marders

The special task force was ordered to implement the “legal plan of action” discussed in an April 29 initial meeting, De Lima said.

The task force will be under the supervision of De Lima, with the assistance of the undersecretary-in-charge of the Inter-Agency Council Against Trafficking.

De Lima tasked the panel to closely coordinate with other concerned government agencies, including the Philippine National Police, the Philippine Drug Enforcement Agency and the Department of Foreign Affairs.

Veloso, arrested in April 2010 for smuggling 2.6 kilos heroin at the Yogyakarta Airport, was granted a last-minute reprieve by the Indonesian government last week after the Philippine government said her statement is needed to prosecute her alleged recruiters in the Philippines.

Veloso's alleged illegal recruiters, Maria Kristina Sergio and Sergio's live-in partner Julius Lacanilao, are facing illegal recruitment, human trafficking, and estafa complaints before the Department of Justice (DOJ). A preliminary investigation is scheduled for May 8 and 14. —KBK, GMA News
