POEA cancels licenses of recruiters of domestic worker abused in Bahrain

The Philippine Overseas Employment Administration on Wednesday said it has canceled the licenses of two recruiters involved in the deployment of a domestic worker sexually abused in Bahrain.
 
POEA administrator Hans Leo Cacdac identified the two penalized agencies as WMG International Recruitment Agency and TCI Recruitment Corp.
 
He said the two firms were linked to a "classic case of reprocessing of job orders," where a recruitment agency uses the job order of another agency in processing employment documents and deployment of an overseas worker.
 
The POEA said a record verification showed WGM International has no job order for household workers in Bahrain, and that the victim was deployed by TCI Recruitment Corp.
 
The victim applied for work overseas with WMG International in December 2011 and was accepted for a job opening as domestic worker in Bahrain.
 
She signed an employment contract for two years with a salary of 150 Bahrain Dinars, and said WGM paid for her medical examination.
 
It then referred her for training with the Technical and Education Skills Development Authority, and pre-departure orientation seminar and Comprehensive Pre-Departure Education Program with the Overseas Workers Welfare Administration.
 
But on the day she was to depart for Bahrain, she found her travel documents indicated her recruitment agency was TCI Recruitment Corporation and not WGM International.
 
Cacdac quoted the worker as saying she never went to the office of TCI Recruitment Corp. to apply for any job.
 
For 16 months, the domestic helper worked for the family of her Bahraini employer daily from 6 a.m. to 1 a.m. She got only 80 Bahrain Dinars instead of the 150 Dinars specified in the contract.
 
She said her employer drugged and raped her and threatened to send her to jail if she reported to the authorities.
 
But she was allowed by her employer to take a two-week vacation in the Philippines after she was diagnosed to be suffering from depression and trauma due to pregnancy.
 
Her employer canceled her visa when they learned she was pregnant.   Joel Locsin/ELR, GMA News
