Comelec to test online voter registration project in Madrid

A new online registration system for absentee voters will make its debut in Madrid, Spain, in November to encourage greater participation among overseas Filipino voters in the 2016 elections.

Called the iRehistro Project, applicants may schedule their time for registration at www.irehistro.com orwww.comelec.gov.ph for 30 days starting November 3.

After selecting their preferred appointment date and time for biometrics capturing, applicants will have to fill out a form and submit it electronically.

They must then print and accomplish the form, leaving it unsigned until they submit it to the Philippine Embassy in Madrid on their appointed time.

Applicants must submit the form along with a valid Philippine passport and either photocopy of Seaman’s Book for seafarers or an original or certified certified true copy of Order of Approval of application to retain/reacquire Filipino Citizenship for dual citizens before undergoing biometrics capturing.

According to Resolution No. 9903 of the Commission on Elections (Comelec), the project will cover both sea-based and land-based applicants. The resolution authorizes the Philippine Embassy in Madrid to encourage Filipinos there to apply for registration online.

Should the program prove successful, iRehistro will be adopted by other foreign service posts, the Comelec said.

The Comelec, under Republic Act No. 10590 or the Overseas Voting Act of 2013 is allowed to explore systems, whether paper-based, electronic-based or internet-based technology, for onsite and remote voter registration.
 
The registration for overseas Filipino voters started last May 6 and will continue until October 31, 2015.
