Recruiter suspended for fake household workers' pre-departure education certificates


Administrator Hans Leo J. Cacdac has ordered the preventive suspension of
Brent Overseas Personnel Inc. for submitting to the POEA inauthentic
Comprehensive Pre-Departure Education Program (CPDEP) certificates.
Cacdac said Brent Overseas Personnel Inc. presented for processing by
the POEA’s Land-based Center documents of nine household service workers
(HSWS) including their respective CPDEP certificates which turned out to be
not authentic
“The certificates have no security features and the Overseas Workers Welfare
Administration (OWWA) had confirmed that it does not have any record of
training completed by the subject HSWs,” Cacdac said.
Managed by the OWWA, the Comprehensive Pre-Departure Education Program
(CPDEP) is a 3-6 day seminar specific to migrant household service workers. It
includes the compulsory pre-departure orientation seminar (PDOS), basic life
support and first aid, stress management, and country specific language and
culture training.
Cacdac said the agency, by submitting false information or documents in
relation to the employment of the nine HSWs, had committed acts of
misrepresentation. This deception or falsehood practised by the erring recruiter
is highly deplorable, Cacdac asserted.
Cacdac said he issued the order of preventive suspension against the agency on
the basis of the official report of the Land-based Center and the confirmation
from OWWA on the non-existence of record involving the nine CEDEPs in
question.
“The evidence of guilt is strong and that there exist reasonable grounds to
believe that the continued operation of Brent Overseas Personnel Inc. will result
to further violation and exploitation of the workers being recruited," Cacdac
said in his order. /
